You can download it for free at certain places but yet to be complete. Sometime pasted and someone got a copy of the beta out on the internet well almost. Know as 1.5 as was completely scrapped for being boring and being the same as the first game. A release in the future might be possible, if there's interest for me to do so. Regardless, I am making some considerable edits to RE2 in my spare time, changing and adding new material that I think people will love. With a little persistence however I'm sure we can overcome these obstacles. The music is stored elsewhere, just not sure where.

With this knowledge however, we have some great possibilities ahead of us! We can simply use tools that mod the PC version of RE2 and plug the files into the Dreamcast game! There have even been FULL mods of RE2, changing so many elements that it creates a relatively new experience, such as RE2: Requiem Of Spies Regardless of the source, I wouldn't be making this up so rest assured that my discovery is factual.

I don't like the idea of taking pics of a tv screen with a camera, so all pictures in this thread will be of the PC version and from the RE Modification site.
